Nobody in Congress makes an issue of voting for Bahrain right-or-wrong or Saudi Arabia right-or-wrong. Moral blindness only kicks in when Israel comes up.

But that is democracy. Thus, you can explain that vote in terms of democratic realism in the sense that congresspeople are responding to the whims of their constituencies, which overwhelmingly support Israel.
