I don't doubt that the changes are a bit more complicated, but it is also clear that this is a terrible chart to look at if you are trying to understand the impact on Mr. Henderson. The chart looks at the average impact for tax payers in the range of $200K-$500K. Because of the way income is distributed at higher percentiles, the taxpayers in that range are skewed heavily to the lower end. If he makes $400K, the impact on Mr Henderson is not a going to be close to impact on an average taxpayer in that range. My guess is that RandomAmber's estimate is much closer.
BTW, thank you for responding so that we could see where your numbers were coming from. If there is another analysis that clarifies this issue I would be glad to see it.
