On October 21, 2003 Iran signed an agreement with the UK, France and Germany or the EU-3. That agreement required the Iranians to sign and implement the additional protocol to allow unannounced inspections and to suspend uranium enrichment. Iran never allowed the unannounced inspections. Here is a good source on Iran's many violations of its deal with the EU-3. We also know that later Iran began uranium enrichment again as well.
