Genetic determinism is so lame. Almost no one would take seriously the notion that the development of states is limited by mate selection practices. And big changes in mores regarding cousin marriages among white people doesn't really meaningfully happen until the 19th century. You want to know what made European states more tolerant of their neighbors? WWI and WWII, and the spectre of WWIII. Even the liberal order we have is largely an accident of history-if Hitler had played his hand a little better, we might all be looking back at the time that WWII proved that human history was inevitably a competition between races for dominance over the world's resources.
