Simon Willard,

First the idea of the community working with law enforcement is standard pr talking points from all sides and not quite so outlandish as you make it sound. I know that the FBI makes a point of establishing relationships in the community, often times initially through its responsibility to investigate hate crimes. I also know that when I was questioned by the FBI, the agents made a big point of saying that their goal is prevent attacks and not primarily to arrest people and that they need to work together with people in the community in order to do that. Of course, regardless of whether the particular agents questioning me were being sincere or not, which I have no way of knowing, based on my knowledge of history and what has gone on in other cases, I did not feel I could trust them (and I let them know that).

As to ideal models, I must say for me personally that I don't feel comfortable working with the government in any way since I think that takes away credibility one might have with those vulnerable to radicalization, as well as creating a risk that you'll end up unwittingly and beyond your control facilitating an unjust prosecution. However, there are others who have different philosophies and are already working together with law enforcement on some level and are the ones I referred to who are advocating for more of a direct relationship and communication.

The idea would be if the FBI finds out there is some teenage male who is beginning to make radical statements or seems to be seeking a way to connect with violent groups, that there could be a trusted Muslim leader in the community who could try to show that individual a more accurate understanding of Islam rather than the FBI pretending to be Muslim radicals and spending time and money pushing that kid further along the path towards an attack so an arrest can be made.
