no, because Ryan is trying to do health care reform as well as spending reform. Keep it simple. Have the budget comittee set the spending guidelines for the appropriation committees. Defense gets xxx, Education yyy, social security so much, etc. Each committee then figures out how to make do with what they get.

And this "savings over 10 years" is democrat talk. No one knows what the next congress will do. At most they should state what will be spent and saved over the next 2 years. Anything else is marketing. Propaganda from the government should be kept to a minimum.

So much can be saved immediately. no more fannie/freddie. rework FDIC to have private insurance be the first level of insurance when a bank fails. Get rid of sarbanes/oxley, scale back the SEC, the list goes on and on.
