Default AWI: justified war?

Wilkinson makes a point that our received justification for the American War of Independence is dubious, and that Thomas Hutchinson rebutted each point made by the Decl of Indep (and btw, if anyone has that link, please post it - Wilkinson mentioned Liberty Fund but I can't find it).

In my view, another way of assessing the AWI's justification is whether those grievances (right or wrong) might have been redressed peacefully in due course without resort to destructive war 1775-83.

Given that the Westminster Parliament readily and without much difficulty conceded self-government on a confederal basis to its largest North American provinces by 1840 (Act of Union 1840) with extension to the remaining North American provinces a generation later (British North America Act, 1867), it seems to me possible that a peaceful resolution of the political crisis of the 1770s on the basis of the Galloway Plan of Union might have succeeded. Since a peaceful solution was available and feasible, the AWI was not necessary and was foisted on the American provinces by extremist republicans who rejected Galloway's compromise.

In that sense, the AWI was not necessary - in fact, was a tragic error.
