This sounds like quite an over-generalization. I think it's pretty obvious that environment plays some role in how people end up behaving, but it's not like liberals are trying to abolish the criminal justice system or even doing much to counter the trend that's been ongoing for some time toward ever increasing sentences. So while there probably is some average incremental difference in the percentage of fault one is willing to absolve and in the causes one blames, the truth seems to be that it is incremental.

I think the traditional understanding is that culpability for mortal sin requires a serious matter that one knows is wrong and does with full assent of the will, so under that understanding, at least, I think the answer is yes.
