There's a misperception that I've found common in the Third World: the idea that Americans have as little control over their government as those people living in Third World dictatorships have over theirs.
Thus, people in the Third World will often say they don't hold Americans accountable for the actions of the American government.
But Americans do have control--considerable control--over their government. American government tends to reflect the wishes of the citizenry. Jim Crow was what White Southrons wanted. It just happened that what White Southrons wanted became intolerable to the rest of the country, which had--and has--considerable control over the government.
