Where is the evidence for this claim? Here is counter evidence:

"White Americans students outperformed the national average in every one of the 37 historically white countries tested, except Finland "

I read Eric Hanushek's paper that came out at the time. The 'privileged' populations in the US can only get up to the levels of the Baltic States. If our best performing state, MA, was its own country, it would only reach 9th in the world.

But you know, I could also link to racist websites that have pumped their google rankings.
