If the assertion is the presence of US troops and their kinetic actions cause more civilians to die than would otherwise, I doubt that. I thought that argment was lame and wrong in Iraq. And more so in Afg. If US troops spend a lot more time in garrison as I think they should, civilian casualties will most likely increase.
We have to see how Afg will respond to an effective US withdrawal. Maybe we get lucky and the government and society is able to fight back against the Taliban.
