Sarah seems to elide the point about a legislature creating laws, which it is constitutiionally empowered to do as representatives of the people, vs a bureaucracy crafting regulations without requiring additional legislative approval. And that's after Michael made the point about policy being made by people through a political process (Sarah mentioned cost-benefit analysis, which he favors, but he clearly suggested more of a role for politicians).
Part of the problem with linking global warming to storms is that individual storms are going to vary an extreme amount even without global warming, so it seems silly to attribute anything about a particular storm to global warming. What we should instead be talking about is a more statistical effect on frequency or duration of an aggregate of storms.
I disagree with Michael that the GOP of the past (or its voters) is just like that of today. There have been trends. such as toward different occupational classes
